Determining the number and location of focus group interviews will depend on:

The designated regional breakdowns familiar to the state’s first responder communities,

Anticipated budget allocation for the planning process,

State size, and

Conference facility availability.
Thinking ahead: the final Strategic Planning Session should be held in a location central to all focus groups and accessible to state-level leadership. State leadership attendance at this event will be an important part of communicating the message on the current state of communications interoperability and plan for migrating to a desired future state.
